Customs Border Changes - 1st January 2022

Customs Border Changes - 1st January 2022

Are you ready for the Customs Border changes coming into effect from 1st January 2022?

Customs Declarations

From 1‌‌ ‌January‌‌ ‌2022, goods exported from Great Britain to the EU and goods imported from the EU to Great Britain (with the exception of goods being imported from Ireland) will be subject to full customs controls.

If you are importing goods, you will need to make sure that you (or your agent) have submitted the correct import declaration. If authorised, you or your agent can choose to use simplified procedures for imports.

If you are exporting goods, you will need to make sure that you (or your agent) have submitted the correct customs export declaration. To avoid delays, check with your haulier what route they are using to move your goods, and whether they need a pre-lodged or arrived export declaration reference from you.

The Goods Vehicle Movement System will go live for all imports, exports and transit movements at selective border locations in January 2022. A GMR (Goods Movement Reference) will be required for all goods moving through non-inventory linked ro-ro ports. The Haulier is responsible for the GMR and must be registered for GVMS in order to get the goods through customs. Please click here for more details.

From 1 January 2022, all Products of Animal Origin (POAO), Animal By-Products (ABP) and High Risk Foods Not of Animal Origin (HRFNAO) consignments need to be pre-notified on the Import of products, animals, food and feed system (IPAFFS). You must pre-notify your consignment at least four-hours in advance of arriving into Great Britain. The four-hour requirement will remain in place until 30 June 2022.

If you have not already registered for IPAFFS, please click on the following link: Import of products, animals, food and feed system (IPAFFS) - GOV.UK (

For those of you using our ChamberCustoms customs brokerage service, the service will continue to operate as normal and we are here to help you to comply with all of the above border changes. However, please do ensure that you provide us with plenty of notice of your imports or exports so that the declarations can be “pre-lodged” or “arrived” and the relevant information can be passed to you so that your haulier can create a GMR. Please note that we are also able to create a GMR  should you require us to do so – please call to discuss beforehand if you would like this service.

If you are not currently using our ChamberCustoms service and would like further information, please click here or email

If you have any questions about the above changes coming in on 1st January 2022, please get in touch with our International Trade team on 01482 324976 or at
