ICS2 ENS Declarations

From 1 January 2026, it will become fully mandatory to complete an ICS2 ENS declaration for all goods shipping from the UK into the EU.
Any vehicle arriving at an EU border without a valid ICS2 ENS declaration for each shipment may face significant delays or even be refused entry.
French Customs has issued an official communication outlining the upcoming requirements relating to the ELO (Obligatory Logistics Envelope) and the changes expected in early 2026.

What you need to know
- Submit a valid ICS2 ENS declaration Please ensure declarations are completed at least two hours prior to arrival at the UK port of departure.
2. Ensure you have a valid EU EORI number
ELO (Obligatory Logistics Envelope) – France
Although the ELO declaration is not yet mandatory for entry into France, it is expected to become compulsory in early 2026. French Customs strongly recommend that hauliers begin completing ELO declarations now to avoid future delays and operational disruption.
