ICS2 & ELO Changes – Prepare Now to Avoid Delays - UPDATE

The French customs authorities have announced that the Obligatory Logistics Envelope (ELO), a mandatory documentary control for the French border, will be delayed until later in the autumn of 2025.

From 1st September 2025, ICS2 ENS declarations will become mandatory for all freight entering the EU, in conjunction with the ELO process in France.
In anticipation of this deadline, the EU and French customs authorities are implementing a series of updates to their systems throughout the summer. These updates may cause temporary delays in MRN response times, particularly for ENS declarations routed via France.
We strongly advise all customers to:
- Familiarise themselves with the ENS submission process in advance
- Ensure they have a valid EU EORI number
- Review their data accuracy and submission procedures
- Take note of any new validation rules introduced by French Customs
