e-Cert: Printing Draft

The function of printing approved applications should have always been to press the Print Button/Icon, and then click the 'One Time Print' button. A Hot Fix has been applied to ensure that this always happens when an exporter wishes to print the certified export application. This is to make sure they only print the document once.

When an exporter clicks the Preview button, it will always print the Draft Copy watermark on the PDF.
